Town Court

The Town Court of Cumberland was established by ordinance in 2010 and came into existence in 2012.  The Court has exclusive jurisdiction over all violations of Cumberland Town Ordinances.  Additionally, the Court has jurisdiction to hear cases involving misdemeanors and infractions.  

Michael Franceschini has served as the Judge of the Town Court of Cumberland since 2018.  He has all the power incident to a court of record in relation to the attendance of witnesses, the punishment of contempt, the enforcement of its orders and the issuing of commissions for taking depositions in cases pending in the court. He may also administer oaths and give all necessary certificates for the authentication of records and proceedings.

Meet Judge Franceschini

Michael R. Franceschini has been a resident of Cumberland for forty years.  was born in Lafayette, Indiana.  He attended Indiana University in Bloomington for his undergraduate degree in Business Administration and obtained his law degree from Indiana University School of Law in Indianapolis.  In 1975 he joined the Indiana bar and was licensed to practice before the U.S. District Court, Southern District; in 1980, he was licensed to practice before the U.S. Court of Appeals, Seventh Circuit and the U.S. Supreme Court.  In 1994 he was also licensed to practice before the U.S. District Court’s Northern District of Indiana.  

Early in his legal career, Judge Franceschini served as a law clerk for Chief Justice Richard Givan of the Supreme Court of Indiana, and since 1982 has served on the Indiana Supreme Court’s Committee on Character and Fitness.  From 1989 through 1993, he served as the Cumberland Town Attorney.  In addition to belonging to the Indiana State Bar, Judge Franceschini is a member of the Indianapolis and Hancock County bar associations. He legal career has focused on Civil Trial law, Appellate law, Corporate law, Estate Planning and Probate.

Outside of his legal career, Judge Franceschini is a member of the board of advisers for The Little Sisters of the Poor of Indianapolis, Inc.  In his spare time, he is an active sailor and has raced the Chicago to Mackinac Island Race many years and is a past Commodore of the Indianapolis Sailing Club.
